sounds to me like the levers are already at the full travel position ?

Pull the inner gear cable out and away from the frame tube and maintain a reasonable tension on it. Now operate the gear lever both directions. if the cable comes out more then wait till it is all out and refix the cables to the front and rear mechs

If the cables do not move either way when you operate the levers whilst keeping tension on the inner cables then you have not put the gear inner cables through the right part of the gear levers.
Are you sure that the cables you used have the correct size nipples ?

it would be very helpful to tell us which type and model of gear lever s you have or post a picture .

will get some pics and try and post them tonight. I seem to remember when I first recognised the problem I did release the cable and flipped the shifter there seemed to be little movements in the cable, more cable being released if you know what I mean?

They are SHIMANO RSX STI 14 Speed gears/shifters I believe.

you need to remember that in order for any type of STi lever to work there has to be a good tension on the inner cable at all times.
You cannot check the operation of the levers if the cables are not fixed to the rear or front mechs and the cables are tight.
If your cables are not fixed to the mechs you need to hold onto the end of the cable and pull mintaining a good tension
