if the surface is rather loose and dusty you might struggle to paint it so you might be better off putting a concrete latex screed down. It'll sort out the dust and it's a light grey so won't need painting.
Red would be good dosent show the blood splatter when you trap your fingers twixt chain and chain wheel.Then again light grey would be good,easier to find your finger tip when you chop lt off at previously mentioned chain wheel.

If the floor is dusty, then buy a big bag of sawdust/cat litter, make it damp, and then sweep it back and forth across the floor a few times.
No more concrete dust.
