If you follow the Street View car's progress up the hill you can see that in action! It catches up with a car and a truck which cannot be overtaken on its grind up through Much Wenlock.I was thinking perhaps HGVs crawling up a steep, twisty road?

It does look scary for cyclists on Street View.I've driven along there a couple of times after visiting Shrewsbury and really wouldn't want to take on the traffic on a bicycle; it's a very good example of a busy road with fast traffic up a narrowing road. Scary!
I took the photo from a bench, which some kind person had place there for the view, about 2m above the road, so the view is similar but not identical.Is the Street View on Google Maps very similar to your photograph?
