It's a problem, no real need for it. Partly caused by the use of torch type beams instead of properly designed ones.
I have German standard dynamo lights on my bikes (One B&M CYO 60 and one Herrman) which have beams with a cut off. I also use a Hope V1 which isn't as kind but is usually aimed to the left. Unless I put the Hope on wrongly I'm told they don't dazzle, and I can comfortably ride at 20mph on an unlit road.
I think the risk is that we'll end up with prescriptive regulations like the German ones if cyclists are antisocial with very bright lights.
