Bingo! I'm 5ft6, 28" inside leg, and I'm riding bikes with top tubes between 53 and 54.5cm, and stand over height between 74.5 and 76.5cm, these bikes are sized Small and Medium.
Frame sizes for 5 foot 6 inch peeps?

I think others have hit it on the head, anywhere from 50-54 cm dependent on inside leg and reach.
I am 5foot 7 " with a 30.5 inside leg and i always end up on 54`s although a fellow cyclist told me i should be on a 52 .
