Only if you don't already have third party liability as part of your home or bike theft insurance and the offer makes it cheaper than London Cycling Campaign membership (whose insurance is not limited to London).

I commute with one of these, the power may not be the highest, but the beam shape more than makes up for this.

A mixture, although there will always be a bit of ambient light. If I go out proper night riding in the countryside I take a retina burning cree light too, but don't always use it and make sure not to blind cars.
