looks like a knock off klick-fix mount.

Yup press button release. Mount was 3 Allen bolts with supplied Allen key

I presume you have to remove the bracket on the handlebars to fold the bike.

Remember that Brompton luggage racks attach to the frame. This means handling isn’t affected, this wouldn’t be the case with handlebar flawed solutions.
