For those who have had collar bone break with orif surgery.Did you ever get full flexibility back in the shoulder and if so how long did it take ?

Depending on why you had the ORIF, and any complications that may have occurred, 12 weeks might well not be long at all for full healing.

Have you had, and/or are you still having, physiotherapy? Or at least had a comprehensive exercise sheet which you've followed assiduously?

The physiotherapist from the orthopaedic team would be the real expert in this matter. The usually aim is to return to full function by ~ 12 weeks, I understand, but of course aims are not always achieved and I am neither your physio nor your orthopaedic team. FWIW, which is little or nothing, as a long-time horse rider I've had many friends with clavicle fractures of varying degrees of severity and all of them have fully healed 'eventually'. But sometimes only after a lot of hard work on the part of the patient with exercises for both strength and flexibility.

+1 for physio's and their exercises.

Mine was tissues and tendons and I used a combination of the NHS physio for some exercise directions, one my work provided for 6 weeks to gain flexibility and a sports massage specialist to keep things moving whilst building up muscle for an 18-month period.

There's no simple answer here but it took almost 2 years to gain near-normal flexibility and movement. It's not back to pre-accident but as close as it'll get.

Yep full range and flexibility.just a small lump.

In fact I was able to the exact same number of one arm press-ups after just a week….

Didn't have surgery, but have broken both sides on seperate occasions. Recovery does take time and one side still gives me niggles after more than 10 years. The worst was when I was getting back on the road and when turning right, trying to look backwards. I used a mirror for a while and planned routes anti-clockwise where possible to avoid right hand turns.
One break was in August and one in January. In both cases, I was OK to ride the club 10's from about the April. But these breaks and a subsequent fracture of the pelvis have slowed my already slow 10 times by about 2 minutes.

If progress has stopped, it's probably well worth forking out for a couple of private physio appointments to get advice on how best to get over this 'obstruction'. A good sports physio will have a lot of ideas in their arsenal and will help you enormously.
