Clean it up and use it as a hack bike for local trips.

That Peugeot looks like a TT frame to me.

Thanks for your reply. It's advertised as a road frame... What kind of effect would that have on the bike overall if it was TT?
edit:
Glad to see your doubts ;) I was worried..
How much do you think i should offer? like i said it's currently at 15 quid. I don't wanna offer him something too little like £20 if it's actually worth £15,000 if you get me, so i'm asking for advice from those with a bit more experience

I haven't got a clue, but it's rather closer to £20 than £15,000.

It's still worthwhile IMO if you do it on the cheap with second hand bits of ebay. Make a good "leave anywhere" bike. 30lb is a tad heavy though for a bike of this type. It's almost as heavy as my all steel Raleigh three speed.

The bottom bracket cups should unscrew from the frame. They seem to have wrench flats so I would expect a 5/8" AF (or 16mm) open end spanner should be a good enough fit on these. Remember the LHS has a LH thread and is likely to be much tighter than the RHS.
