The whole question of genetic similarity is interesting. Round here, near Bury, there is definitely a "look" and you see people with that look all around, especially women. When you think about it, until after the war the residents of a mill town like Bury wouldn't have travelled very far to find spouses so it seems quite possible. When I go to other cities like Liverpool the people do look unfamiliar to me, somehow, and I feel like I'm in a foreign city.
There's a second phenomenon, which is of memory. I believe that when you live in a town you actually see the same people many times and although you may not know or recognise them, your brain does note them and so next time you see them they seem familiar.
