They turned it off, but in order to turn it on again they need it to already be on so they're a bit stuck.
That seems to be pretty much what they've done. The message to turn the server addresses back on needs to be sent via the facebook servers themselves, only it can't be because of course the server addresses have been switched off. If I've understood correctly.

What gets me is that a multi platform company has put all their eggs in one service, they need a proper disaster plan and separate out each platform so if Facebook breaks then Instagram and WhatsApp are fine and vice versa. I get consolidation brings efficiency but it needs to be traded off against the reputation damage an outage causes.
