The first bit is exactly right, however the second bit might not be true.

The 'amount of light' emitted by any lamp should be measured in lumens or lumens/watt.

eg A 100w incandescent lamp is in the region of 1700 lumens (17 lumens/watt). If an energy saving lamp emits 40 lumens/watt the 'amount of light will be 1000 lumens and therefore not as 'bright'. If it emits 80 lumens/watt (2000 lumens) then it will be 'brighter'.
