I guess you spoke to a civilian call handler reading from a script rather than a trained police officer. Irrespective, this doesn't appear to be an RTC but rather a serious assault. It needs reporting and investigating. If that driver goes on to kill someone, the police will rightly be held to account for failing to take you seriously. Mistakes happen, but not if you get to talk to a supervisor and up the ranks until appropriate action is taken. Make them listen to you if only to protect the next victim.
