I have signed this but how soon after they get that all important piece of paper will it to be forgoten about ! just like all the other bad habits we pick up like not having hands at 10 to 2 etc,ok I agree it should be included in order to pass but I feel it may need more than this to get it firmly inplace for the rest of their driving lives.

Of course. Attitudes and culture will not be changed by a single action. We need to be persistently chipping away at it on many different fronts at once, and this is one of them.
