Totally agree. Someone who has just passed their test at 18 should be as skilled, considerate and knowledgeable in their driving as someone who has been driving for 30 years. Experience never taught anyone anything - look at the Conservative Cabinet.Inexperience should not be mitigation under any circumstances. You're either good enough to drive in a careful and competent manner, or you are not. If you are not then live roads are not the place to be further learning ones craft unless you have an instructor beside you.
