It means your phone only uses data for active apps; nothing running in the background. I disabled it when I didn't get my usual 'do you want to sign into wifi?' prompt when I got to t'pub. Let's face it, the amount of data used by that kind of thing is negligible, so who needs to save it?

Ha had that on my phone and thought it was battery saver. Now turned off.
