How about Peter Roes - fluorescent-haired Belgian cyclist who rode for Lotto in the 1987; 1990 & 1992 Tours de France?
Not specified where the autograph was obtained, but he never rode any UK road races, although I think he was also a track rider so could have been at a velodrome.
The '87 TdF started in Berlin; '90 at Futuroscope (French theme park); '92 in San Sebastian (Spain) if any of these match any likely locations.
