You're right - nothing to do with the rack. I've removed it and still have the problem...

Fitting one of these seat clamps with rack mounts might help to level things up a bit

Looking at the geometry, I don't think using one of those will allow any reduction in tilt.

I was thinking it could be fitted to the seatpost, level with the top of the rack.
