I thought traffic lights were usually set to change after a certain time irrespective of the sensor.

This is a set of lights on a road which goes under a railway not wide enough for 2 way traffic

As far as I know they can switch in various ways, from induction loop sensors, timed, and controlled from a central office (whether that happens very much outside London I'm not sure). Mostly I don't have a problem triggering them, I find the timing at some junctions more of a problem.
 
I have the same trouble with my Mclaren MP4-12C. Terrible it is.
