What would be the problem with sizing the wall?
that's the advice I'm seeking. As i understand it (and I'm no expert) 'size' is any old sticky sloppy stuff made with watered down emulsion, wallpaper paste or glue (eg PVA). Since this wall is particularly dusty, i don't think wallpaper paste size will do the job adequately.

Just make sure it's not old whitewash.
If it looks and feel like an old chalk board its white wash, in which case it's a bugger to get it off, best thing is a wire brush on the end of a drill

If it's just old victorian plaster then PVA/Water mix followed by at least one layer of heavy duty (1500gsm) lining paper laid horizontally
