Derailleur Hangar part of the frame

I’m looking at a Titanium Bike that has the hangar as part of the frame. As we all know, the hangar is designed to shear for safety reasons and is a separate component in most bikes, I’m a bit confused, and ask the question, why would a manufacturer do this in the first instance, if the hangar is damaged then surely you are scuppered with a whole frame ruined ? I am assuming the hangar is still deliberately weaker ?

Ti and steel bikes often have integral hangers (all mine have). If they bend, you bend them back. Carbon and aluminium are not so forgiving of being bent.
