We don't know the exact circumstances of what happened. Whether the experience of the cyclist riding the hire bike is a factor we don't know. We also don't know yet if the painted blue lane of the Cycle Superhighway lulled the cyclist into a false sense of security.

I'd suggest, Tom Edwards, that if you don't know what happened speculating that the cyclist was to blame is in extremely poor taste.
That's because you've changed my quote, I didn't say he apportioned blame, I said he speculated the cyclist was to blame, quite a few people have pointed this out to him and he's clarified what he meant.
