It would appear that the collision caused tailbacks. How dare a naughty cyclist get involved in a collision and cause tailbacks... Hope the cyclists recovers and gets back on two wheels.
I used to get annoyed about this as well, but I think tailbacks is a stock paragraph for journalist to put into any article about a RTA e.g. "Elephant landed on M25, causing tailbacks" "100 people gunned down on M6, causing tailbacks"
