Ride faster > Get more wind chill > Start to heat up from exersion > Ride faster for more windchill.
Repeat.
I sometimes run in the countryside topless if the heat's unbearable but I wouldn't on my bike because of practical reasons (bag on skin, offs) and because I don't want to blind anyone on a sunny day.
I ride topless all the time once the temps over ~10C.
But I'm on a recumbent with a hard shell seat, so no heat loss through my back and what's left of my left arm is enclosed in plastic up to my shoulder (my artificial arm) so no heat loss through there as well.
With so little skin left to loose heat through, if I've a shirt on I just cook to badly when my airspeed drops below ~8 mph.
