Have you checked it's a) the right size b) set up correctly. If you got it from a shop, go back and ask them for help setting it up properly

That's a pretty racy setup for a new rider, I reckon (at least, regarding the drop from saddle to bars) but there's no apparent height adjustment left in spacers on the headset.

I'd suggest flipping the stem and see if that's any better, but as cyberknight indicates, we really need a shot of you on the bike.

Your seat is quite far back and a big drop to the handlebars would suggest you might be over reaching or your frame is to small .

I had similar neck pains when first riding my Triban 3. I even developed painful muscle knots in my neck - half a dozen of the buggers. After flipping the stem they disappeared within a week and no more neck pain. Those muscles need building up gradually in a more relaxed position.

Take it off, invert it, and refit it - thus making the bar position rise rather than drop (though when seen in relation to the fork angle, it usually appears to have no drop).

Do you wear a helmet and if so what sort, you may be tilting your head to see if an MTB style for example? The bike set up might be perfect for someone looking for head down / a**e up but you may well not be suited to it yet
