I have never understood the access laws south of the border, very backward, must be the last country in Europe where the surf are still expected to know their place....

Correct rules of where you can and can't cycle on paths can be found here.

If they still teach what they did to me, then it is a good thing, although there is no saying they do teach the same thing/same way.

Cheers

Someone I know was looking at what they were teaching in cycling proficiency, and said it was all wrong (He is a cyclist, and he cycles on roads, so he knows how it works)

The only thing I can remember from it is lots of chalk on the ground, and cycling between cones. It really wasn't very helpful

I'll get a copy of cyclecraft whenever I get some more money

If you look here, you'll see a quick run down of what the modern bikeability trianing offers - a point Gromit made a while back. Level one is basic bike handling skills, which are the foundation for everything else. There's no point in knowing the law backwards, if you can't steer accurately and quickly, or ride in a straight line at slow speed and so on.

There is no 'cycling proficiency' anymore, anyway, it's bikeability now. I'd be interested to hear what your friend thought was wrong with it?

Things have changed a lot since then, we try to get kids out on the road and teach them there...
