Comfy armchair to one person & a plank to the next
If you go through Madrid especially around Atocha station (3 & 4 lanes roads) you'll see a collection of people on bikes, ebikes, scooters etc all weaving in and out of traffic without helmets. Absolutely mad but it works.

Once cycled around central Rome past Circus Maximus and the Coliseum which was exactly the same. Mad drivers, mad cyclists, pedestrians, tourists not looking - and it all works.
The Spanish cycle helmet law does not apply in built-up areas such as Madrid, and Rome is not in Spain.

I seem to remember when we went the 'rules' said you had to wear a helmet unless you were a) in a town b) riding uphill or c) it is hot. We weren't in town very much but it was a lot of uphill and hot - mine was removed for the ups and replaced for the downs.!

On hiring an e-bike I was told I had to wear one. That was in Cangas de Onis, in the Picos de Europa, about this time last year.
Rest of the time, I didn't wear one on a Brompton with no problems at all.
