Until then I feel the government are avoiding tackling the difficult and expensive root of the problem (vehicle drivers) and instead targeting the victims of careless and dangerous driving.
Wearing a helmet it not going to effect the number of RTA's one jot
He does make a good point here though. I hear a lot of comments in the outside world about about cycling being dangerous. But it isn't*, it's the motorists.
*apart from the odd cyclist and kamikaze pedestrian
