bikes like this were made for "Pacing events", on a track. Superceded by petrol driven pacer motor bikes.
This could be a publicity photo?

Is that because "more legs = faster" so they can keep the pace?

I did a reverse image search on that and there's a lot more of them in different uses. I just remembered it from an old book labelled "The Family Bike".
