Centre to centre, mind it's normally stamped/cast into the inside of the crankarms
Or 170mm as it's known !

Nah there are 2 measurements in standard units Millimetres and Metres, the centimetre was dropped years ago
On a fixie next to those fun elevated safety borders the 5 mm can make the difference between going horizontal and going vertical, something you noticeCentre to centre. The difference between 170 & 175mm is minimal. You won't notice it.
