I'm having trouble visualising how overtightening the seat post bolt has split the seat tube. Are you sure it's not a slot in the tube to facilitate seat post fitting? Pictures would be useful.
+1 - aluminium tubes have a seat clamp to I too fail to see how the sesat tube can be split - steel frames used to have lugs brazed to the seast tube that could split (and may be that was the case on veery early Al frames)
Al can be welded and depending on the alloy, it may not need heat treating - but it all depends on how much is the frame is worth, how much it would cost to fix and what is price of an equivalent frame - it often works out cheaper to buy new frame.
photos of the "split" would help.
