panaracer paselas are a good choice for a vintage build and widely available for 27" rims.

I've got a pair of them on my Falcon. They roll very well and look good.

I was going to say this. Might be able to improvise some new treads if necessary and the bearings can be serviced.

i'm assuming the seat is leather , if it is anyone got any tips on how to revive it

A gentle wipe over to clean the dust off and then proofhide or similar product

the bike has cleaned up really well , just putting it back together but needs someone in the know to set it all up properly
Going to sell it now
