Often feel they're creating a problem when they do that. They often end up clearing them up at a greater cost than accepting them, then passing them on to another company for disposal.
It depends really. If the council refuse to take something and it ends up dumped at the side of the road in another council's area, that's a win. Not our problem any more.
I cycle frequently round Kent which where I see a lot of fly tipping. I'm guessing that much of this originates in central London where quiet lanes for fly tipping are in short supply.
