Well at least he won't be doing it again, it sounds like he was a serial offender, he has be fined this time, but I dare-say if the local police get him on camera again doing the same thing they do whatever Americans do in those types of situations.

In Europe he'd get his licence removed, or at least have to do a driving exam, in America removal of driving licence is a death sentence, so perhaps they will just electrocute him with a pedal powered generator
