It's not shear load I'd be worrying about - it's not having them tight enough is my worry. I'll stick with steel.

Most engines these days are held together with aluminium bolts. Many at far higher torque settings than you will find on any bicycle.

They look blind but being alloy isn't a great idea

Stainless Steel is alloy too.

Surely THE load that falls on a chainring bolt is a shear load, albeit probably not to such a degree as to trouble even aluminium alloy fixings?

Just go on eBay and search for green titanium bolts

It's not a shear load, because the ring is supported in that plane by the way it mounts on the spider. All the bolts do, effectively, is prevent it from falling off.
