Crappy bike lane. There was one as narrow (if not worse) heading from Dowlais into Merthyr Tydfil town center. It was that dangerous that, in the end, the council removed it.
Ask them? I'd think it was because it was highlighted to them and it's better for public relations to say sorry than to double down. Did the driver get 3 points or some kind of conviction? No, so it can't have been that bad.
Double white lines where the line nearest you is solid. This means you MUST NOT cross or straddle it unless it is safe and you need to enter adjoining premises or a side road. You may cross the line if necessary, provided the road is clear, to pass a stationary vehicle, or overtake a pedal cycle, horse or road maintenance vehicle, if they are travelling at 10 mph (16 km/h) or less.
If necessary to pass, rather than simply if necessary. We could argue about the necessity of passing cyclists but it's implied in the wording of that rule.
