Aldi are doing SPD shoes for £20 next Sunday. I've been using them happily for three years. With a pair of m520's you'll be set up for under £40, and you can upgrade to better shoes if you get on with clipless.

If you have a Decathlon close by, they do matching cleats for Shimano pedals and reasonably cheap, very comfortable clipless shoes... but get them to cut out the cleat cover on the soles for you as they're difficult and you don't want to make a mess of doing it by cutting right through the soles!
