I had the same or a similar problem, it was the cables hitting the frame as i hit a bump in the road...it may or may not be this

As long as there is no play, test by putting front brake on and rocking bike forward and backwards, the compression washer can click if there isnt enough grease. This is a washer that compresses the top headset bearing to preload it and take out play.

Check this and also that the bars have grease between them and the stem.

My bike was delivered to me bone dry, not a single drop of grease in the headset. It developed a ceaking noise / clicks pretty quickly. Despite my LBS assurnace that they come from the spokes, I took the headset apart, lightly greased all parts toghether and torqued to spec and is now completly silent.

Strip and re-grease! If that doesn't solve the problem, further investigation is necessary. What headset is it - tech docs will probably be online somewhere.

I had a creak on every rotation of the pedals, took apart the whole bike apart and regreased everything from the bb to the headset. Turn out the clicking was from my knee.

To Herzog it's an fsa.

Headsets, depending on type, are usually easy to strip. Do you feel that you could attempt this...? If not, perhaps a visit to your LBS is in order...

What bike is it, age model etc?

What happens to the cables when you turn the bars even when it is not moving? they still move in the ferrules on the frame, sure strip the headset but for a drop of oil I would always try that bit I said first as it is extremely common cause of creaking.
