Not much of a jump really. Why not 11-40T with a long cage derailleur?
10 speed being mtb compatible you can buy both very cheap.

My switch to a single chainwheel 11 speed setup was 11-50T.

A good clean up - 5 watts saved. Must be equivalent to an extra 2 teeth on the cassette for starters.

I would. Not for any scientific reason. Just because- as you say - you may as well while you're at it. It will only make the job marginally more tiresome, and it gets the task out of the way.

Excuse my ignorance. What do you mean by housing? Is that the cable outer?

Yes, the inner cable will inevitable pull some dirt, debris and water into the housing as it's used - replacing both the inner and outer part periodically will make shifting much smoother and give it a lighter action.
