Calton bike identification

The biggest mistake was loaning the bike to someone less careful (or criminally careless given the state of it when retrieved)

While I'm thinking I think V prefix numbers were late 60's, before the numbering system went rogue in 1968....

So late 1960s ( but pre 1968 ? )
