why don't all the bikes on the Tour de Yorkshire have this? Do the bike rules for road racing differ from triathlon?

I would be grateful if someone could clue me in, please......

One of the advantages of these direct mount brakes behind the seat stay is supposedly aerodynamics. However, for professional outfits, the aero gains must be offset with the ease of changing out a rear wheel in a race, and as such all still maintain the 'normal' positioning.
In fact, I read that one model of bike which had the brakes mounted low have moved them back up again for the next update.

The rear brake release is very easy to operate, I can understand the aero benefits but can't see how the release can be an issue
