Apparently dating a BSA is notoriously difficult as there are no company records and numbers are not sequential and don't correlate with model numbers. I'd guess 80's?
Best bet is to post some pics. You can date it approximately according to the components and the style of 531 decal.
Edit: As raleighnut says probably made by Raleigh. W is Worksop. K November.

W is a Raleigh prefix so it was probably made by them
