Why can't they get actual cyclists to design these?, those that use the road? and with experience?. If a cycle lane is narrow it's dangerous, if it's besides parked car's it's dangerous. Who the hell thinks up these things?.

Because they are not designed for cyclists, they are designed for motorists, with the additional "benefit" of box-ticking in the "green" stakes

If cycle lanes were designed by experienced cyclist then we would have no cycle lanes

Probably the same reason the road networks weren't designed by drivers... if they were, there'd be no such thing as a mini roundabout and possibly a lot less traffic lights

I don't get it.

It's somehow safer to wait for a gap in both lanes of traffic to cross over both of them, then wait for another gap in the left lane of traffic to rejoin? That's two traffic interactions. If there was a big enough gap to cross over both lanes and get on the semicircular path, there'd be a big enough gap to just turn right into the LH lane in the first place and nevermind the path.
Indeed it doesnt make sense. They have taken the idea of the jug handle/ elephant ear and fracked it up.
The jug handle let's you turn right across a busy road and is often used on busy a road slip ways.

Sheffield_Tiger and Alien8have given good answers, but you also have to remember (as Richard Mann has been honest enough to admit on these forums) that the lanes are used to narrow the road so that they can reduce car speeds (and sometimes speed limits): Hence the cycle lanes really are not designed for cyclists (we just get the blame for them existing and for not using them)!

We also get the increased danger of motor vehicles overtaking too close and of crossing the road (if using the 'cycle' lane) at inappropriate points.

Of course this isn't only a British phenomenon.

The Dutch can be just as bad: -

Mr. Ellis. I have teh drop on you - for I have had conversations with some of the people who design this stuff. And they are highways 'engineers'. Who have no clue.
