Braze on you crazy diamond!

I want to modify bike to take twin chain rings. The seat tube, at 38.2mm is pretty fat which limits my choice of front mech to *cough* quite expensive items. Is there a clamp-on braze on adaptor that goes up to 38.2mm, because I couldn't see one on eBay? Or is my only real option a braze on fitting? If it is that I need to braze on a mount, where do I get them, what height do I fit it at, are they brand specific and are there any pitfalls to the process to keep an eye out for?

My local is Swinnertons and they're great for everything bike related. But I would feel a bit cheeky going and asking lots of questions so I can then buy the bits off of ebay and do the work myself to be honest.
