A seized bolt, you need to unseize , or if you can’t manage take it to your local bike shop.

What's seized, the nut onto the bolt, or the bolt in the calliper? If the bolt's turning with the nut, make sure the bolt stays pressed into the calliper so the square shoulder stops it turning whilst you remove the nut.

Going by your picture - push upwards with your thumb from underneath the bolt head while you hold the calliper arm with your fingers then turn the nut anti clockwise (looking from above) with a spanner using your other hand. Then if it comes apart send us a picture

Whilst im loosing the bolt, it gets tighter and then loose and it keeps happening for some reason.
It does turn when i loosen it and when i tighten it however, i cant fully remove the actual bolt
