I wonder if anyone can tell me what the best tyre type for puncture resistance is. The wheels are 700 x 38C, and the bike is used on a trailway, similar to those in Fallujah I imagine.

Gatorskins, marathon plus or specialized nimbus are all pretty tough tyres

Comfy armchair to one person & a plank to the next
Armadillo rather than plain nimbus but they pick up a lot more junk from the road than Marathon Plus.

Gatorskins have weak sidewalls and are more in the Marathon/Rubino group than the Plus/dillo one, or maybe even the Cruiser/Zaffiro one.

I prefer the Marathon type as a more flexible compromise than the stiff but tough Plus and even then only on utility bikes where it's a pain to remove the rear wheel. Otherwise, I prefer 37mm Delta cruisers for an armchair ride.

General rule of thumb to help minimise the risk of punctures: keep your tyres pumped up to help ping off bits you ride over rather than them squish and pick the debris up and spend a little time regularly inspecting the surface and removing any little bits of embedded grit or glass or whatever that have got stuck & will slowly work their way deeper into the rubber and eventually through it.

There are solid tyres that get mentioned on here from time to time. Tannus. Faffy to fit and a bit skitty apparently but have their supporters.

3500 miles before I got a puncture in my Schwalbe Marathon Plus. I'd been a happy customer of Specialized Armadillo until I tried out the Marathon Plus. Once you go Plus you never...catch the bus?

Another one for M+'s though I did get a puncture recently (small shard of glass picked up on cycle path), but that's been after 3 years of faultless service - they ARE a pig to fit mind, if you do get said P*.

My Marathon Plus never punctured, good job because I'm not sure I could get the bugger back off the rim to fix it. I thought I'd give tubeless tyres a try so I'm currently running a pair Specialized 2Bliss Trigger Pro 700 x 38's on my cross/gravel bike and they are awesome - pulled a half inch piece of hawthorn from one the other week, there was a hiss of air, a filament of white as Stans Sealant plugged the hole and I was on my way again. I'm sure I've had other punctures, just not even noticed them.
