That is Mr Piers Corbyn, Jeremy's brother and renowned in meteorological circles for his apocalyptic forecasts which never pan out. He will claim success though if there is a blizzard on the summit of Cairngorm during the forecast period.
From the information I've got available there is a possibility of snow but it's marginal at best. Too far away still to be sure of anything.
Of course, sorry. I forgot that.

The Express has considerable form at these sort of predictions. I fondly remember - Enormous asteroid 'will' hit Earth.
Actually they keep doing it with the asteroids, predictions including 2032, 2028, 'this month' 'TODAY'
Similarly, and rather more regularly, they predict very harsh winter conditions (usually with associated gas shortages)
Reminds me of one of my colleagues who makes apocalyptic weather predictions each autumn based on all sorts of authorities including 'a teacher', 'a mountain rescue guy', 'my shoulder' and various flora-related observations.
He's a bellend but at least he doesn't carp on about immigration too often.
