Update: the old bearings popped out easy as pie with a pin punch and a hammer. I was cautious as you suggested @Yellow Saddle - tap, tap, look, tap - and they were out. A quick trip to Belts and Bearings tomorrow for some new ones, then I'll press them in. Not sure why I was so concerned.

I have a couple of blocks of wood with holes drilled in for drifting the bearings in.

Done it a few times now.

I can't picture the axle scenario but again, just drift the new ones back in. Position the punch on the outside right and listen for the change in tone. The axle plate may put pressure on the inner race, which you want to avoid.

Update. Finally got round to doing this. Local bearings shop had the bearings in stock. Drifting them in and out was easy as pie - gentle and slow and only using the outer race. Cost £15 all in. Wheels running wonderfully smooth - it's really noticeable how rough the old bearings had become.
