Bikes on trains to Harwich ferry termial

It seems the local train company intends to make changes which could affect cyclists who use the train to get between London Liverpool Street and the international ferry terminal at Harwich.

There's nothing in the (slightly odd) road.cc article which suggests anything other than an adoption of what happens all over the south-east of England - restrictions on the very busiest trains, especially during rush hour. I can't download the link, so can't actually read the policy.

IIRC, all TOCs have some sort of an obligation to carry bikes outside rush hour. Does someone trainspotterish have the rules and regs at their fingertips?

More importantly - is there any policy about carrying zombies to and from Harwich Town who were forever forbidden from ever putting foot on platform?

While it says ATOC and DfT 'encourage' round the clock acceptance of folders even that is not cast in stone.
