Bike identification

A bit more of an update. The build's almost done, with refurbished parts. It's now all original but with an issue: I can't get the Benelux rear derailleur to add tension or shift between more than 3 gears. Photo of it all to date:

Finished, or as best as I can do. Most of the gears are now working, head badge back on and it's done from my perspective. Time for me to get back to more modern bikes.
